Position Overview

This position will lead cross organizational teams, providing project management support on Enterprise Resource Planning (ERP) software projects simultaneously with very limited oversight from management. Project support includes the assessment, maintenance, documentation, modernization, testing, and implementation of software applications and modules.

 

Major Activities (Typical Duties/Responsibilities)

The IT Project Manager is responsible for supporting strategic initiatives at the Hanford site which will include; defining tasks and timelines, coordinating across departments, managing budgets, and ensuring timely delivery. The IT Project Manager is responsible for the overall direction, coordination, implementation, execution, and completion of projects ensuring consistency with organizational strategy, contractual commitments, and goals.


Specific duties include but are not limited to the following:

Schedule Management:

  • Create and maintain project schedules, including resource allocations, and stakeholder requirements.
  • Regularly meet with development team to ensure balance between demand and capacity, review actual hours worked vs planned hours to ensure deadlines and budgets are maintained.

Estimating and Budget Management:

  • Provide rough order magnitude (ROM) estimates utilizing approved processes with input from development team. Manage project’s budget, monitor progress, and evaluate project performance throughout project life cycle against planned budget.

Stakeholder Engagement:

  • Demonstrate effective communication and presentation skills to both internal and external project stakeholders. Manage stakeholder expectations, maintain productive relationships, and ensure client engagement during the project life cycle.

Change Control:

  • Document change control items per standard project management process, procedures, and best practices; tracking impact to schedule, scope, resources, and cost.

Risk & Quality Management:

  • Identify, assess, document, manage, mitigate, and communicate issues and risks throughout the project life cycle.
  • Develop and maintain contingency plans based on identified project risks.

DevSecOps & Production Support Process Adherence:

  • Lead and direct project teams in a manner that adheres to DevSecOps and production support policies, including sitewide and contractor specific procedures, related to standard development management, release management, change management, software quality assurance (SQA), and production support. Ensure understanding of all applicable procedures for each contractor project supported.

Project Reporting, Documentation, and Deliverables:

  • Provide weekly and monthly project reporting to all stakeholders ensuring insight into the project status. Ensure required contract deliverables are tracked to completion, delivered on time, and meets customer expectations. Ensure SQA documentation is created, maintained, approved, and issued per Project Contractor’s applicable procedures.

 

This IT Project Manager position will include coaching and reviewing work of lower-level professionals and will act as a Project Management Institute (PMI) SME.

  • You are recognized as a subject matter expert (SME) in job area typically obtained through advanced education and work experience.
  • You have proven strong organizational and leadership skills to manage large high-profile projects or processes under tight deadlines with very limited or no oversight from manager.
  • You are highly self-motivated and self-directed.
  • You have the vision and mindset to identify, handle, and resolve problems quickly before they become recurring issues.
  • You are able to build a rapport with stakeholders and senior leadership by actively listening to and understanding their needs and concerns to ensure you can address them effectively.
  • You are familiar with all aspects of software quality assurance principles. This could include but not limited to ASME Nuclear Quality Assurance (NQA-1) standards.
  • You are able to communicate effectively and work well in teams while continuously learning from peers.
  • You are able to provide clear, concise, and effective verbal and written communications regularly to ensure that all project stakeholders are informed of project status.
  • You are able to facilitate all project meetings and create/update/distribute project documentation.
  • You are able to provide effective leadership to development teams, fellow project managers, and project stakeholders.
  • You lead with confidence and encourage consensus and collaboration while ensuring key objectives are met.

 

Physical Abilities

  • Sufficient fine motor skills for the use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
  • Visual and communications ability adequate to perform the essential functions of the job.
  • Ability to kneel, bend and twist at the waist on an occasional basis.
  • Ability to reach below shoulder height with regular frequency (desk position) and at or above shoulder height on occasion.
  • Ability to push, pull, carry and lift objects weighing up to 10 pounds on a regular basis, and greater weights on an occasional basis.
  • Ability to travel by vehicle or aircraft, and ability to safely operate a motor vehicle.


Minimum Qualifications

  • Bachelor's Degree and 10 or more years of project management experience with 5 years in an IT field, or an equivalent combination of education, training and experience.
  • Current Project Management Professional (PMP) certification.
  • Must pass pre-employment background check.
  • Must pass pre-employment drug screening.
  • Applicants are required to have REAL ID ACT compliant documentation at time of hire and nothing on record that would prohibit you from gaining access to Department of Energy sites.
  • Ability to obtain and maintain a U.S. Government Clearance


Preferred Qualifications

  • Experience in the project management and implementation of ERP applications & systems.
  • Experience with Software/IT life cycles (SDLC). SDLC knowledge should include both Waterfall and Agile methodologies.
  • Minimum of 3 years working in an Agile development environment.
  • Experience with Microsoft Azure DevOps and/or other Agile methodology organization tools such as Jira, Asana, or Trello.
  • Experience with or understanding of how websites, web applications, databases, servers (web, application, and database), cloud-based solutions, Microsoft Windows applications, and general business process flows function in order to facilitate successful IT projects.
