Extra Salary Information: The target pay range typically considered for this position is $84,372-$120,204 annually. The full pay range for this WMS Band is $71,004-$130,320 annually. Compensation decisions are determined using factors such as job-related skills, experience, and education or training.  We will consider your individual qualifications, should we make you an offer of employment.

Reporting to the HR Initiatives and Performance Manager within the Office of Human Resources (OHR), the Payroll and Benefits Manager will oversee the day-to-day operations of a team of 18 Payroll and Benefit employees. The Payroll and Benefits program provides direct technical support to approximately 3,000 Labor and Industries Employees, their supervisors, and management team. The program transforms data from day-to-day hiring, personnel management, time and attendance, policy review and implementation, contract administration, labor relations, and other lines of business and decisions into accountable, meaningful fiscal transactions, accurate tax reporting, and benefits eligibility.

Duties

Some of what you’ll do

  • Plan, organize, direct and administer payroll and benefits programs for all 3,000+ L&I employees across 20 different service locations and headquarters.
  • Coordinate communication and outreach to employees and supervisors on current news and recurring issues affecting their pay and the administration of the leave program and other benefits.
  • Evaluate legislation, both local and federal, for impact to human resource and payroll business processes and any fiscal, payroll or benefits expenditures.
  • Direct or advise the design and implementation of standardized business processes in direct support of customer needs.
  • Coordinate with OHR Information Technology support and Payroll/Personnel Program to evaluate and mitigate system and business impact of disruptive events and ensure business continuity.
  • Develop payroll support system business processes, reporting, and interfaces with other agency support systems and statewide financial systems.
  • Review and approve financial transactions for the payroll run as well as payments and transfers related to leave, garnishments, transfers, benefits administration, retirement invoicing, tax and industrial insurance payments & reporting, salary overpayment recoupment, deceased employee payments, and administration of out-of-state taxes.
  • Review, evaluate and design internal control systems supporting accountable handling and safeguarding of agency assets.
  • Lead, organize, and control unit standard work and business processes.
  • Ensure L&I is in compliance with all Federal Laws related to the employment verification process form I-9.
  • Establish standard service guidelines, model service standards and core competencies, and provide timely appraisal and development opportunities.

Qualifications

Required:

  • Three (3) years’ experience consulting, leading, coaching and mentoring and providing direction and correction when required.
  • Expert level experience and knowledge in payroll administration.
  • Strong communication skills; ability to adapt to wide varied audiences in both spoken word and in writing.
  • Detailed knowledge of Human Resource and Payroll Federal and State Laws, rules, guidelines, and best practices.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
And one of the following:
  • Four (4) years of professional experience in Accounting, Business Management, Public Administration, Human Resources or related field 
OR 
  • Education in Accounting, Business Management, Public Administration, Human Resources or closely related field. May substitute year for year for experience.

Desired:
  • Two (2) years of experience supervising a team of subordinate staff.
  • Two (2) years or more experience working with the State Administrative Accounting Manual (SAAM); Human Resource Management System (SAP); Agency Financial Reporting System (AFRS); and balancing of the 035 account.

To help you maintain a proper work-life balance, teleworking is one of the work schedule options for this position. L&I also offers flexible custom work schedules. The incumbent will be expected to work in office 2 days per week. The assigned duty station for this position is Tumwater, WA.
