Division Overview
The Office of Finance and Budget is responsible for the preparation and administration of the agency’s budget and Annual Comprehensive Financial Report. The division provides financial information to the public, Board of Supervisors/Commissioners, Executive Office, and agency divisions. It also identifies and implements best practices in allocation methodologies, cash management, debt administration, capital assets, financial reporting, and public investments.
Position Overview
Under general direction, the Supervisor is responsible for managing all payroll operations for the Los Angeles County Development Authority (LACDA). Responsibilities include ensuring timely and accurate payroll processing, compliance with federal, state, and local regulations, and maintaining proper financial reporting. The Supervisor oversees payroll staff, develops and improves payroll procedures and internal controls, and administers payroll tax reporting and retirement filings.
Key responsibilities involve managing payroll accounting transactions, reconciliations, and general ledger activities, as well as supporting year-end financial reporting and audits. The Supervisor maintains payroll system configurations, monitors legislative changes, and leads internal and external audits to ensure regulatory compliance. Collaboration with Finance, HR, IT, and external agencies is essential for maintaining system integrity and improving business processes.
Additionally, the Supervisor prepares payroll reports, financial analyses, and budget projections, resolves complex payroll issues, and participates in departmental budget development. Supervising, mentoring, and evaluating payroll staff is a core function, emphasizing a collaborative and customer-focused work environment. The role also includes performing other related duties as assigned.

When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
When assigned to field inspection, must possess mobility to work in changing site conditions; possess the strength, stamina, and mobility to perform light to medium physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders; and to operate a motor vehicle and visit various Authority sites; vision to inspect site conditions and work in progress. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, with exposure to hazardous materials in some site locations. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Some employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

Part-time experience will be evaluated on the basis of its fractional equivalent of a 40- hour workweek. All required experience must be paid.
Salary Compensation
Salary compensation is determined based on qualifications, which include experience, education, knowledge, skills, and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range. Upon employment, regular full-time employees become eligible for annual merit-based salary increases contingent upon their performance ratings, provided there is room within the established salary range.
Conditions of Employment
Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks, a post-offer medical examination, a criminal background check, and a driving record check. Background and driving record check information will be considered in determining the applicant's suitability for the position.
Possession of a valid California Driver’s License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment.
