State Budget Office is responsible for coordinating all aspects of the state budget, including development of the Governor’s Executive Budget recommendation, monitoring of the budget to ensure continued fiscal balance, and other budgetary analysis functions. Learn more at www.Michigan.gov/budget.


About this position: 

Statewide Integrated Governmental Management Applications (SIGMA) is housed within State Budget Office and is the backbone for the State of Michigan government operations, supporting budget, financial management, procurement, timekeeping and labor cost allocation, inventory management, and grant/project accounting.

The role of SIGMA support staff is to support the daily operations of the system, working towards continuous improvement of SIGMA’s functionality, providing training and help desk resources to users.


As a SIGMA Business Intelligence Analyst, you will:

  • Evaluate existing baseline or custom reports to recommend if either can be leveraged to address new requests for reports and queries.  
  • Assist with documenting reporting requirements and coordinating these efforts with SIGMA Functional Centers of Excellence.
  • Develop estimates and project plans to implement approved work requests.
  • Assist in building SIGMA queries and reports in SIGMA Advantage Insight with Power BI.
  • Make recommendations to correct problems related to Power BI that arise such as determining why data is missing or corrupted and determining a solution for resolving the problem.
  • Assist or build queries and reports for various projects.
  • Build and modify Power BI queries used by SOS End User Support Security staff, Agency Security Administrators, Departmental Security Administrators, Agency Report Coordinators, and central control staff to monitor and manage system access.
  • Execute and maintain report distribution, ETL and system assurance/data assurance processing through coordination with managed services functions and, where applicable, through direct processes.
  • Work with the Centers of Excellence and End User Support to address changes to the reports, report distribution schedules, ETL (Extract, Transfer, and Load) schedules, and system assurance and data assurance processes. 
  • Work with CGI’s Managed Advantage team to address report and ETL issues and defect resolution.

Office location is Lansing, MI, however, SIGMA Operations and Support currently offers a hybrid work option (combination of remote/office) which requires one day working on-site at the official workstation with the potential of up to four days remote work per week.

Candidates should confirm work location and schedule at the time of interview. Work must be performed in the state of Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position. Relocation expenses are not reimbursed.

Required Education and Experience

Education
Possession of a bachelor's degree in any major.

Experience 
Departmental Analyst 9
No specific type or amount is required.

Departmental Analyst 10
One year of professional experience.

Departmental Analyst P11
Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.

The "Salary" listed is a range that reflects the minimum rate through the maximum rate of the position. Based on education and experience, candidates will be reviewed to determine what level they are qualified for.

Note: Experience is considered professional if the job required a bachelor's degree.



Alternate Education and Experience

Departmental Analyst 9 - 12 

Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.
