Objectstream, Inc. is seeking an experienced Project Manager / Workforce Management Implementation Consultant to support the implementation of a workforce management and time & attendance solution in a German operational environment.
The successful candidate will lead and participate in implementation activities involving project management, requirements gathering, configuration, stakeholder workshops, training, change management, and coordination with customer representatives, including the German Works Council (Betriebsvertretung).
Because the position requires direct communication regarding sensitive workforce, scheduling, timekeeping, and employee-related matters, German-language proficiency at CEFR C2 level is mandatory.
· Lead the implementation of a workforce management and time & attendance solution from requirements gathering through deployment and operational transition.
· Serve as a primary implementation and project-management interface with customer stakeholders.
· Conduct requirements-gathering sessions, workshops, implementation meetings, and stakeholder interviews in German and English.
· Coordinate directly with the Works Council (Betriebsvertretung) regarding workforce-management processes, system functionality, implementation decisions, employee-related considerations, and change-management activities.
· Ensure implementation activities are consistent with requirements arising from German collective labor law and Works Council participation requirements.
· Translate operational and business requirements into system configuration and implementation requirements.
· Coordinate implementation schedules, milestones, dependencies, risks, issues, testing activities, training, and deployment.
· Facilitate system demonstrations, workshops, user-acceptance activities, and stakeholder reviews.
· Develop and support implementation documentation, process documentation, training materials, and project deliverables.
· Lead or support organizational change-management activities associated with introduction of the workforce-management solution.
· Coordinate with technical, functional, customer, and subcontractor teams throughout the implementation.
· Support resolution of implementation issues and ensure effective communication between technical personnel and operational stakeholders.
· Provide implementation status reporting and identify risks, decisions, dependencies, and required corrective actions.
· Minimum CEFR C2 German proficiency (Proficient User).
· Must be capable of conducting complex professional discussions, requirements workshops, negotiations, training sessions, change-management activities, and Works Council communications in German without creating material risk of misunderstanding.
· Must be able to understand and communicate accurately regarding sensitive workforce-management and employee-related topics.
· Minimum five (5) years of practical experience implementing workforce management and time & attendance solutions in operational environments.
· Experience must include hands-on participation in implementation of the proposed solution or a directly comparable workforce management/time & attendance platform.
· Candidate must be able to provide documented evidence of qualifying implementation experience, including projects, roles, duration, solution implemented, and responsibilities performed.
· Demonstrated experience implementing workforce management and time & attendance solutions in organizations operating under German collective labor law.
· Demonstrated experience working with or coordinating implementation matters involving a German Works Council / Betriebsvertretung.
· Understanding of the organizational and employee-relations considerations associated with implementation of systems involving:
o Employee working time
o Time and attendance
o Scheduling
o Overtime
o Leave and absence management
o Employee data
o Workforce monitoring or reporting
o Organizational change
· Experience implementing enterprise workforce management platforms for government, defense, aviation, multinational, or other highly regulated organizations.
· Experience supporting implementations involving geographically distributed or multilingual stakeholders.
· Experience conducting end-user and administrator training.
· Experience with workforce scheduling, timekeeping, leave management, overtime management, timesheet approvals, and workforce reporting.
· Experience with system integrations involving HR, payroll, identity management, or enterprise systems.
· Familiarity with formal project-management methodologies and structured implementation governance.
· English-language proficiency sufficient for coordination with international project and technical teams.

This is a U.S.-based remote position and is anticipated to support an on-site workforce management implementation in Germany and may require participation in customer meetings, workshops, training, requirements sessions, implementation activities, and Works Council coordination. This position includes travel to Germany.
Mandatory screening criteria: Candidates who do not possess CEFR C2 German proficiency, qualifying German collective-law implementation experience, and at least five years of workforce management/time & attendance implementation experience will not meet the minimum requirements for this position.
