The ideal candidate for the One Washington Project Coordinator (Management Analyst 3) position is a strategic, detail-driven professional who thrives in complex, multi-divisional project environments. They bring emerging to journey-level project management skills and a strong analytical mindset, enabling them to support the statewide One Washington (OneWA) financial system modernization effort with confidence and clarity.


This individual understands how to navigate large-scale organizational change and is comfortable working closely with project managers, stakeholders, and cross-functional teams to advance agency readiness and ensure alignment with OneWA objectives.


They excel at coordinating and tracking project activities, monitoring schedules, and synthesizing information into clear, actionable updates for leadership. The ideal candidate is adept at identifying risks, communicating issues, and contributing to the development of recommendations that keep the program moving forward. Their ability to manage complex scheduling needs, support spending plan monitoring, and maintain project scope and timelines ensures that workstreams are delivered on time, within budget, and in accordance with program goals. They are equally comfortable leading small to medium project workstreams under the guidance of a project manager.


This candidate is also a proactive problem-solver who brings a process-improvement mindset to their work. They are skilled at supporting operational readiness efforts, collaborating with technical training partners, and helping the organization prepare for new systems, processes, and expectations. With strong communication skills, a collaborative approach, and a commitment to continuous improvement, the ideal candidate contributes meaningfully to the Innovation & Technology Office and plays a key role in advancing the agency’s successful participation in the OneWA modernization initiative.

Duties


OneWA Project Support, Process Improvement, and Advancement: Support the OneWA Project by leading and coordinating small to medium projects, providing process improvement support, and advancing project management practices across the division. This includes:


  • Lead small to medium projects or workstreams under the direction of the supervisor or project manager

  • Implement process improvement strategies using research, benchmarking, and facilitation   

  • Use data analysis and visualization to create dashboards, reports, and decision-support materials


OneWA Portfolio Monitoring, Project Coordination, Scheduling, and Analytical Support: Provide primary support to the One Washington (OneWA) Program Manager by leading portfolio 

monitoring activities, coordinating project work, managing complex scheduling needs, and delivering analytical support for ESD’s OneWA readiness and remediation efforts.  This includes:


  • Enact ESD’s strategy for leveraging WorkDay Sandbox / AWE access for required staff; Coordinate access requests – evaluate usage permissions and verify use cases; Document system access and coordinate and document demonstrations and/or tutorials of system navigation 


  • Assist the OneWA Program Manager in identifying, tracking, and mitigating project risks to ensure timely resolution


  • Aids in continuous improvement efforts.; Facilitate retrospective meetings and leads efforts to document necessary processes


OneWA-Aligned Operational Readiness Support: Supports the OneWA Program Manager and the Technical Training Consultant to ensure operational readiness for OneWA project objectives.  This includes:


  • Use data analysis and visualization to create dashboards, reports, and decision-support materials


  • Assist with OneWA communication plans to keep business areas informed of progress and impacts


  • Conduct and participate in impact analyses to understand how OneWA changes affect agency operations.

Qualifications


  • 7 years of combined education/experience; Experience includes conducting research and analyzing policies, laws, rules or regulations. 


  • OR Associate’s degree in business administration, public administration, law, public health, health administration, or a related field AND 5 five years of experience conducting research and analyzing policies, laws, rules or regulations. 


  • OR Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field AND Three (3) years of experience conducting research and analyzing policies, laws, rules, or regulations.

Special Requirements/Conditions of Employment:


  • Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check
