Location: Multiple Locations - Statewide. The duty station is in Seattle, WA. However, the official duty station will be updated based on the office location closest to the incumbent, as the chosen candidate can be located anywhere in Washington State. The Department of Children, Youth, and Families (DCYF) is seeking an Intake and After-hours Program Manager (MA5) who will serve as the statewide child welfare expert for Intake and After Hours. This position will join our Child Welfare Programs and Practice (CWPP) Division, responsible for the development, implementation, and oversight of practices and programs that assist DCYF. This position must have a thorough understanding of and ability to analyze qualitative and quantitative data to advise CWPP, Field Operations, and executive leadership regarding program and practice. This position must be familiar with the latest research and best practices and demonstrate analytical ability for research and data analysis to develop new processes. Our ideal candidate will have previously demonstrated competency in strategic and operational planning, analytical thinking, interpreting complex data, and managing complex projects, as well as experience in child protection and child welfare, and a broad understanding of DCYF programs, policies, and procedures.

The Opportunity:
The Intake and After-Hours Program Manager serves as the statewide child welfare expert for Intake and After Hours and is responsible for advising on practice within program areas, writing policy and procedures, and guiding the field on Intake and After Hours. This position conducts complex analysis and engages internal and external stakeholders to develop and advise policies and strategies related to statewide practice. This position analyzes current processes and determines areas of improvement, identifies and integrates strategies to address racial equity within the programs covered, and works with complex statutory, policy, and practice matters consisting of unusual, politically sensitive, and complex issues. The Program Manager is responsible for developing and implementing statewide Intake and After-Hours policies and procedures for the Department of Children, Youth, & Families, within CWPP. This position provides leadership, consultation, and support to executive and regional leadership, program managers, regional leads, front-line staff, and community stakeholders concerning Intake and After-Hours. The Program Manager is responsible for developing a human-centered, trauma-informed approach to policy, practice, and service delivery intended to improve prevention efforts for youth and young adults in Washington State. This position develops formal written findings and recommends actions pertaining to program improvement, including statewide changes in business processes. The position develops and implements statewide quality assurance projects and advises on the development of improvement plans throughout the entire state. This position gathers and analyzes relevant data and incorporates input from internal and external stakeholders to provide context and ensure that all changes/improvements are data-driven.
Some of what you will get to do:
- Serve as the Child Welfare Subject Matter Expert (SME) for providing expert-level analysis regarding programmatic leadership and development, implementation, and coordination of programs and policies.
- Gather quantitative and qualitative data and complete expert-level analysis to determine the degree of compliance and performance related to program outcomes.
- Develop and provide performance data, analysis, and descriptive reports related to the assigned program area to HQ, regional, and executive leadership.
- Use data analysis to identify areas needing improvement, advise practice statewide, and inform practice priorities, including addressing race, equity, and social justice in practice with children and families.
- Develop, implement, coordinate, monitor, and evaluate statewide DCYF child welfare services, policies, and procedures within the program area.
- Provide technical expertise and guidance, and significant recommendations related to child welfare engagement practice and services across all program areas.
- Establish and maintain collaborative working relationships with other DCYF staff, other state agencies, tribes, stakeholders, and leadership.
- Conduct regular assessments on program delivery with an emphasis on culturally responsive, trauma-informed practice and client-centered outcomes.
- Develop and implement policy, procedures, contracts, and services related to prevention for youth and young adults involved in state care.
- Coordinate content-specific state and federal programs, including Intake and After-Hours.
- Identify contracts required to implement legislation or to meet state and federal performance outcomes.
- Develop new contracts as needed to achieve agency priorities and program outcomes.
- Develop statements of work, SLA, and MOU agreement language.
- Develop, implement, and monitor Performance-Based Contracting requirements and standards for contracts.
- Manage provider relationships, contract implementation, and monitor and evaluate contract compliance.
- Provide expert-level analysis, development, and recommendations for state and federal legislation, WAC, and policy.
What we are looking for (Required Qualifications):
Nine (9) years of progressively responsible experience, administering, developing, supervising, and delivering family and child-related social services.
OR
A Bachelor’s degree in social work, psychology, social science, health care, or a related field and five years of progressively responsible experience in planning, administering, developing, supervising, or delivering family and child-related social services.
OR
A Master’s degree in social work, psychology, social science, health care or a related field and three years of progressively responsible experience, administering, developing, supervising or delivering family and child-related social services.
AND

In addition to the above, the incumbent must have demonstrated experience in two or more of the following areas:

- Leading business projects.
- Data-driven child welfare practice.
- Business policy development.
- Experience providing direct child welfare services and supervising caseworkers or program staff providing child welfare services to children and families.

- Social work theories and best practice standards in child protection and child welfare.
- State and federal statutes and WACs related to Child Welfare.
- Principles of coaching, mentoring, and change management.
- Understanding of the connection between research, data, and practice.
- Knowledge of the federal Children and Family Services Review and Program Improvements Plans.
- Ability to assess and identify risk in child protection and child welfare practice.
