The Opportunity

WSDOT is seeking two skilled professionals to fill newly established Construction Project Coordinator 3 positions in Tumwater, WA. These roles are a key part of the Capital Facilities Office, which is dedicated to supporting agency employees and the traveling public by delivering safe, reliable, and functional workplaces and public spaces.

In this role as a certified asbestos supervisor, you will lead and manage facility improvement and preservation projects, with a strong focus on asbestos and other hazardous materials remediation. You will play a vital role in advancing projects that directly support employee safety, operational efficiency, and the long-term sustainability of WSDOT facilities.

What to Expect

Among the varied range of responsibilities held within this role, the Hazardous Materials Project Coordinator will:

  • Serve as a designated competent person as required by agency policy
  • Manage multiple concurrent facility projects within Federal, State and Local regulations while incorporating applicable WSDOT policies and guidance. 
  • Serve as the primary project team leader / competent person through all project phases, planning, scoping, design, and construction. 
  • Follow the basic project management process which includes at a minimum initiating, executing, monitoring, controlling and closing phases while effectively guiding the team through the project lifecycle, ensuring successful outcomes and efficient use of resources.
  • Develop and update the budget, schedule and scope throughout all project phases
  • Lead and manage a project team through all aspects of project construction and make frequent and regular inspections of the job site.
  • Identify hazardous material including asbestos in the workplace, ensure worker safety and health, develop mitigation strategies including the establishment of regulated areas, scopes of work, and recommend and supervise corrective measures to eliminate them. 
  • Supervise asbestos work within a regulated area.


Qualifications

To be considered for this opportunity, the following are required:

  • Asbestos Hazard Identification & Mitigation: Demonstrated ability to identify asbestos-containing materials and assess associated workplace hazards, with proven skill in implementing appropriate mitigation and compliance measures to ensure a safe work environment.
  • Regulatory Certification & Compliance: Possession of an Asbestos Supervisor Certification in compliance with WAC 296-65, with demonstrated application of regulatory requirements in project planning and execution. Successful completion of an Asbestos Hazard Emergency Response Act (AHERA) Building Inspector training program.
  • Environmental Compliance Training: Completion of Maintenance & Operations certification meeting EPA requirements (40 CFR 763.92(a)(1) and (2)), with the ability to apply training to support safe and compliant facility operations. 
  • Project Management & Delivery: Proven experience managing complex facility improvement and preservation projects through all phases of planning, design, and construction while meeting schedules, budgets, and quality expectations.
  • Technical Expertise in Building Systems: Demonstrated knowledge of building systems, construction methods, codes, and standards, with the ability to evaluate design alternatives and assess constructability to support effective project outcomes.
  • Financial & Budget Management: Proven ability to develop, monitor, and manage project budgets and funding sources, ensuring fiscal accountability and alignment with project goals.
  • Communication & Cross-Functional Collaboration: Strong written and verbal communication skills, with demonstrated success collaborating with multidisciplinary teams, consultants, contractors, and stakeholders to achieve project objectives.
  • Leadership & Team Coordination: Experience leading project teams, setting priorities, and fostering a culture of teamwork, accountability, and high performance.
  • Customer Focus & Regulatory Compliance: Demonstrated commitment to delivering practical, safe, and cost-effective solutions while ensuring compliance with applicable regulations and meeting customer and organizational needs.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth. 
  • Service-Oriented: Takes action to meet the needs of others.


It is preferred that qualified candidates also demonstrate:

  • Advanced Project Delivery Expertise: Demonstrated advanced knowledge of project delivery and project management principles, gained through a combination of education, professional certifications, and/or extensive practical experience, with the ability to successfully deliver complex facility projects. 
  • Professional Accreditation: Possession of relevant industry-recognized credentials such as Design-Build Institute of America (DBIA), Project Management Professional (PMP), and/or Certified Job Order Contracting Professional (CJP), with demonstrated application of best practices associated with these certifications. 
  • Regulatory Knowledge & Application: Demonstrated knowledge of laws and regulations governing construction of public facilities in Washington State (e.g., SEEP, Buy America), with the ability to apply requirements to ensure compliant project delivery. 
  • Alternative Contracting Methods: Proven understanding of alternative public works contracting methods in Washington State, with the ability to evaluate and apply appropriate delivery methods to meet project goals. 
  • Analytical Problem Solving: Demonstrated ability to identify, evaluate, and implement alternative solutions throughout all phases of a project to address challenges and improve outcomes. 
  • Budget Development & Oversight: Proven ability to develop, manage, and monitor budgets across multiple concurrent facility projects, ensuring alignment with scope, funding constraints, and organizational priorities. 
  • Decision Making & Schedule Management: Demonstrated ability to make timely, well-informed decisions to maintain project schedules, control costs, and mitigate risks. 
  • Contract Administration & Dispute Resolution: Experience evaluating contract issues or disputes and recommending appropriate, effective corrective actions to support project continuity and compliance. 
  • Construction Oversight & Payment Authorization: Demonstrated ability to review and approve contractor work, ensuring alignment with contract requirements to support accurate payment, project completion, and final acceptance. 
  • Quality Assurance & Document Review: Proven ability to review project documents at all phases to ensure conformance with approved scope, budget, and regulatory requirements.
